You can't submit anything because you're a restricted member now. See here http://support.minitokyo.net/faq/2/

From reading your guestbook, you were restricted because you were submitting stuff that you did not make (ie wallpapers you've found on the Internet), which is not allowed. So basically, you're now not allowed to submit anything, but you can still participate elsewhere on MT (like posting on forums, guestbooks and on gallery items).
